The idea that North Vietnam would have accepted a peaceful settlement of the war without the complete victory handed them by Congress ignores everything that the history of that war and the Cold War at large tells us. The North Vietnamese ideology was based on one principle: If the Central Committee of the Vietnamese League of Communists could press a button that would kill everyone in the world but them and their immediate followers, they would do it without hesitation.
